PREVENT




PREVENT is een Europees project dat onderzoek voert naar discriminatie en welzijn op de werkvloer van LGBTI+-werknemers. Het project loopt tot en met september 2021.

In een eerste fase van het project wordt er informatie verzameld over de kennis van en goede praktijkervaringen met diversiteit in het algemeen, en met LGBTI+ in het bijzonder. Nadien worden er tools ontwikkeld die gebruikt kunnen worden door zowel preventieadviseur als verschillende professionals.

    çavaria (België), Idewe VZW (België) , GLAS Foundation (Bulgarije), Bilitis (Bulgarije), en ILGA Portugal werken samen aan een nieuw project met de focus op het welzijn en discriminatie bij LGBTI+-werknemers. Het project heet PREVENT en wordt gefinancierd door de Europese Unie.

    Hoe zit het met de huidige wetgeving?

    De Europese Unie stelde een wet op om aandacht voor de gezondheid en veiligheid van werknemers te verzekeren. Gezondheid wordt hierbij gezien als een breed concept. Wat daar dan bijvoorbeeld onder valt is stress en welzijn gerelateerd aan specifieke risico’s.

    De richtlijn (Council Directive 89/391/EEC, Safety and Health at Work Directive) luidt als volgt:

    “Werkgevers moeten risicoanalyses uitvoeren wat betreft de mentale gezondheid van werknemers, met specifieke aandacht voor groepen werknemers die extra risico lopen op vlak van mentaal welzijn. Extra kwetsbare groepen, zoals mensen met mentale gezondheidsproblemen of mensen die blootgesteld zijn aan risico’s in relatie tot mentale gezondheid, moeten worden beschermd tegen de gevaren die specifiek hun groep kunnen raken”

    Wat is de impact van werk-gerelateerde stress?

    Volgens de International Labour Organization (ILO) komt werk-gerelateerde stress vaak voor. Het heeft bij de werknemers een grote invloed op:

    • Gezondheid
    • Afwezigheid
    • Prestatie

    Wist je dat in Europa stress het tweede meest gerapporteerde werk-gerelateerd gezondheidsprobleem is?

    50-60% van alle verloren werkdagen worden toegeschreven aan werk-gerelateerde stress. Het aantal personen dat last ondervindt van stress-gerelateerde omstandigheden, veroorzaakt of erger gemaakt door het werk, wordt verwacht te stijgen.

    Die cijfers maken duidelijk dat er een grote impact is op het welzijn, maar ook dat de economische prestatie er sterk door vermindert. Het psychosociale welzijn van medewerkers krijgt dus steeds meer aandacht. Daarnaast groeit de aandacht voor de verantwoordelijkheid van de werkgever en de sociale verantwoordelijkheid van organisaties in het algemeen.

    Waarom is diversiteitmanagement nodig?

    Onderzoek toont aan dat LGBTI+-personen specifieke risico’s ondervinden op de werkvloer, zoals discriminatie en intolerantie, wat invloed heeft op hun welzijn. In de afgelopen jaren zijn er enkele ontwikkelingen geweest bij de diversiteit en inclusie van LGBTI+-personen op de werkvloer, maar tot nu toe is diversiteitmanagement een vrijwillig gebeuren. Het wordt vooral gebruikt door grote multinationals en overheidsorganisaties.

    Als we de Europese richtlijn rond veiligheid en gezondheid op de werkvloer bekijken en je erkent LGBTI+-personen als extra kwetsbare groep, moet de werkgever inzetten op de bescherming van de groep en specifieke aandacht geven aan hun welzijn. Er is dus een duidelijke nood om discriminatie en gezondheidsrisico’s aan te pakken bij LGBTI+-werknemers.

    Wat is daarbij essentieel?

    • Een groter bewustzijn bij de werkgevers over de huidige Europese wetgeving
    • Een groter bewustzijn over de voorden van diversiteitsmanagement
    • Een groter bewustzijn over de zakelijke risico’s gerelateerd aan de mentale gezondheid en het welzijn van werknemers.

    Wat kan daarbij helpen?

    Het lanceren van instrumenten die werkgevers en preventiewerkers ondersteunen bij het inschatten van het risico voor het welzijn van LGBTI+-personen en bij het toepassen van de wetgeving rond Veiligheid en Gezondheid.

    Wat zijn de verwachte resultaten van PREVENT?

    • Een verhoogde kennis van werkgevers over de EU-wetgeving en de nationale implementatie daarvan
    • Een verhoogd bewustzijn bij LGBTI+-werknemers, werknemers in het algemeen, netwerken van werknemers en werknemer organisaties over de bestaande rechten die voortkomen uit de Europese wetten en het bestaan van risicoanalyse middelen
    • Een meer effectieve uitvoering van de Europese wetgeving gerelateerd aan discriminatie, welzijn en LGBTI+-personen
    • Een verhoogd bewustzijn bij werkgevers over de voordelen van diversiteitsmanagement

    Hoe bereikt PREVENT dat?

    • We voorzien middelen voor risicoanalyse en voor het creëren van inclusieve werkplaatsen die bijdragen een meer effectieve uitvoering van de Europese wet
    • Aan de hand van een organisatiecase tonen we hoe diversiteitsmanagement en inclusieve werkplaatsen creëren risico’s elimineren en zelfs specifieke voordelen hebben op bijvoorbeeld vlak van innovatie, samenwerking en merkidentiteit.

    PREVENT draagt bij aan de oproep tot het aanvechten van discriminatie en het promoten van diversiteitsmanagement. De resultaten dragen ook bij tot de uitvoering van de LGBTI List of Actions van de Europese commissie. Die acties roepen op om organisaties te steunen bij het creëren van een inclusieve werkomgeving.

     

     

    E-learnings voor een meer inclusieve werkvloer

    Deze 3 e-learnings werden ontwikkeld in teken van PREVENT. Dit om een ieder te ondersteunen naar een meer inclusieve werkvloer. De e-learnings werden zo ontwikkeld dat ze door iedereen gebruikt kunnen worden. 

    çavaria (Belgium), Idewe VZW (Belgium) , GLAS Foundation (Bulgaria), Bilitis (Bulgaria), and ILGA Portugal are joining forces in a new project dedicated on the well-being and discrimination of LGBTI employees. The project is called PREVENT and is funded by the European union.

    Legislation

    The European Union issued legislation to ensure that workers’ health and safety is taken care of. In the directive on health and safety in the workplace, health is seen as a broad concept that includes stress and well-being related to specific risks.

    According to the directive (Council Directive 89/391/EEC, Safety and Health at Work Directive):

     

    “employers should conduct risk assessments in relation to mental health of workers, placing particular attention to any groups of workers particularly facing risks to their mental health. Especially vulnerable groups such as those affected by mental health problems or those exposed to risks in relation to their mental health must be protected against dangers which specifically affect them.”

    Work-related stress

    According to the International Labour Organization (ILO) work-related stress is very common and it has a high cost in terms of workers’ health, absenteeism and lower performance. In Europe, where regional figures are available, stress is the second most frequently reported work-related health problem; 50-60% of all lost working days are attributed to work-related stress and the number of people suffering from stress-related conditions caused or made worse by work is likely to increase.

    This represents a huge cost in terms of both human distress and impaired economic performance. This is why the psychosocial wellbeing of employers is increasingly gaining attention, just as equally increasing is the attention for the responsibility of the employer and the development of corporate social responsibility.

    Diversity management

    Research has shown that LGBTI people face specific risks in the workplace such as discrimination and intolerance that influence their well-being. There have been some developments in recent years on diversity and inclusion of LGBTI people in the workplace but up until now diversity management has been a voluntary act, mainly taken up by large multinationals or governmental organizations.

    However, if you take the approach of safety and health at work as it has been taken up in European legislation and you recognize that LGBTI people are a group at specific risks, it is necessary for every employer to take this issue seriously. So there is a clear need for tackling discrimination and health risks for employees that are LGBTI, raising awareness of employers on the Council Directive 89/391/EEC, Safety and Health and diversity management benefits and business risks related to the mental health and well-being of employees, launching instruments that assist employers and prevention workers in assessing the risk for the well-being of LGBTI employees and implementing the directive on Safety and Health.

    Expected results

    The expected results of PREVENT are to increase the knowledge of employers on EU legislation and its national transposition; to increase awareness among the LGBTI employees, employees in general, employee networks and employee organizations on the rights deriving from the EU directives and the existence of risk assessment tools; to launch a more effective implementation of the EU legislation relating to discrimination, well-being and LGBTI people; to increase the awareness of employers on benefits of diversity management.

    This project will raise awareness of employers and employees on the European Directives on discrimination and health and safety at work. It will provide the tools for risk assessment and for creating inclusive workplaces that contribute to a more effective implementation of this EU legislation. By increasing the awareness of employers through a business case, we will show how diversity management and creating inclusive workplaces will not only eliminate these (and business) risks but will also have specific benefits on indicators like innovation, working together, image brand. This will contribute to the priorities of the call to fight discrimination and promote diversity management.

    These results contribute to the implementation of the LGBTI List of Actions of the European Commission. The actions call for a support to businesses to create an inclusive workplace.

    These tools were developed as a support towards a more inclusive (work)space.
